The Ungava Tulattavik Health Center (UTHC) informs the public that it was the victim of a cyberattack orchestrated by malicious individuals in November 2025. As soon as the incident was detected, UTHC teams quickly blocked the attack, plugged the breach and secured the computer network.


UTHC considers this attack a major incident. It is being treated as an absolute priority by our teams, and reinforced measures have been put in place.


UTHC is working closely with several partners, including Santé Québec's Cyber Defence Operational Centre (CDOC), the Sûreté du Québec and the Nunavik Regional Board of Health and Social Services (NRBHSS), to protect data and support the ongoing investigation.


Preliminary analyses indicated that no sensitive data had been compromised. However, recent information reveals that files potentially containing clinical and administrative information concerning certain users and employees may have been exfiltrated.


UTHC understands the concern that this incident may raise. This type of cyberattack is usually carried out by organized and professional groups, which encourages us to remain extremely vigilant.



Actions completed by UTHC to protect data and support the investigation

  • Creation of a crisis unit
  • Fast, comprehensive breach security
  • Implementation of enhanced surveillance tools for increased security
  • Regular follow-ups with the CDOC
  • Notice sent to the Sûreté du Québec (investigation ongoing)
  • Notices sent to major financial institutions
  • Information provided to the mayors of Nunavik communities



Preventive measures for users and staff

While the investigation continues, UTHC urges users and employees to be vigilant:

  • Check your banking activity regularly
  • Monitor your online transactions
  • Be alert to suspicious emails or calls
  • Never share your passwords, SINs, payee numbers or card numbers over the phone

Since the cyberattack, UTHC has strengthened its security:

  • Setting up a permanent watch to detect potential leaks
  • Optimizing the defense strategy with the CDOC
  • Automated detection of suspicious activity
  • Installation of advanced monitoring tools
  • Improvement of the internal whistleblowing protocol
